Yes. You can set up any number of local sites and one staging site in addition to your production site. If you have a WP multi-site install, we will provide support for the main site only. A Starter license can also be used on local sites, but not on a staging site.

Of course. You can upgrade your license at any time from your licenses page. If your license is expired, you'll need to renew before upgrading since upgrading doesn't add extra time to your license.
