Apart from using conditional logic, is there a way to create repeatable field groups?

This isn't yet an option, although there is a third-party add-on available. You can vote and read more here:

Ok, I see...wasn't obvious at first from the description...but it appears to maybe offer what I'm looking for in the form of new table rows the user can add.
