is there anyway to create a form which has times from 8am to 8pm 5 minutes apart and when someone chooses one that time can’t be chosen again?

You can manually create a field(radio button or drop-down field would probably work best assuming users can only select one option) with each time option. Then you can mark the "unique" option found in the field options to prevent two users from selecting the same value.

will it remove from list or just not allow them to choose it again?

It depends. If you are using a time field also have a date field in your form, the used times for that date are removed. Otherwise, there is an error message when they click submit.
