Two questions:

(1) Is it possible to get the comments included in the “Export to CSV” option?

(2) Is it possible to move forms to a subdirectory of sorts so that they’re not deleted, but also not taking up space on the “Form Entries” page?

No, neither of those a current options.
You can add the comments in csv as a suggestion if you'd like, and vote for form organization here:
