I see this has been posted several times before, however I can’t seem solve it by those posts. I can log in to this site, but not upgrade in my site’s WP-install.
I checked in cPanel that there was no IPs blocked.
Any thoughts?

You are not using the correct password and got locked out. Please try again with the correct password that you used to log in here.

I use the password that I received in the email just after I purchased the plugin. It still doesn't work. Am I missing something?

Does your password have any unusual characters in it? We've found an issue with some characters, but I'm not sure which ones. Maybe you could try changing your password?

Characters like !"#$%&/()= shouldn't really be considered unusual in a password. Rather recommended. But this was the problem. It worked on this site, but wouldn't validate through the WP submission. Maybe they weren't properly escaped?
Anyway, I removed a ", and I suspect it " wasn't escaped.

I know at least some of those characters are allowed, but I haven't gone through to test each character one by one. Are you saying you confirmed that " was the problem?
